Mandate before model

Each agent is defined by its responsibility, inputs and escalation path. The provider is an implementation detail that can be swapped without redrawing the roster.

One routing layer

The orchestrator (OB-00) decides which provider receives which brief, retries on failure and falls back when a provider is degraded.

Verification gate

OB-11 audits every outbound artefact for unsupported claims before a human sees it. Nothing factual leaves without a source.
